Who Keeps It Running? Continuity of Care in Crisis Settings

Presentation

In crisis and conflict settings, health services often depend on external support. What happens to care when that support shifts, shrinks or changes hands? This session closes the Geneva Health Forum’s 2026 thread on access to care in crisis settings, which began at HNPW and continued at the World Health Assembly and AidEx.

Starting from concrete field experiences in Eastern Europe, West Africa and the Middle East, the session asks three questions: Who decides? Who pays? And what keeps care running? Practitioners and researchers will share models that have lasted, and others where continuity is blocked. Participants will then test each case in roundtables: what could make it collapse, whether it would work elsewhere, and who would need to take it over.

The session is open to practitioners, researchers, health authorities, donors and anyone working to keep health care going where it is hardest to deliver.

Objectives

The session aims to:

  • Present practices from different contexts told from the angle of ownership and financing rather than as an organisational overview.
  • Test each practice with people from other contexts: what would break it, and could it work elsewhere?
  • Hear from a national authority or a donor about the conditions under which they would sustain such practices.
